Two mana for a 1/1 vigilance creature with lifelink isnt the worst rate, really

Meren of Clan Nel Toth is all about creatures dying, while Mazirek, Kraul Death Priest just likes seeing things sacrificed

As for Shadow itself, card draw is nice but the real draw here is the fact you can repeatedly drain each opponent of life whenever you trigger this ability

At the moment there are two cards that don't allow me to mill myself: one is Mind Funeral , the other one is Mind Sculpt ( Glimpse the Unthinkable , Hedron Crab s and Breaking can do that)

This means that, while not a part of every MTG set, MTGs designers are free to use them as they please
